No aircraft engine shall be started or allowed to run unless a certified pilot or mechanic is attending the controls. Blocks or other suitable means of blocking the aircraft shall be placed in front of the main landing wheels before starting any engine, unless the aircraft is equipped with a suitable parking brake.

No person shall operate any aircraft on the Airport unless that person has in his or her immediate possession an appropriate certificate, issued in his or her name, authorizing such control of aircraft, and the permission of the owner.
