Any person operating or handling aircraft, or operating any vehicle, equipment or apparatus on the Airport, or using any of the Airport facilities in violation of any Federal or State law, or in violation of the following rules and regulations, shall be prosecuted or deprived of further use of Airport facilities for such length of time as may be determined by the Commissioner of Airports, or both. It will be assumed upon entrance of any person upon Airport property, that such person has agreed to observe all such rules and regulations.
