CHARTER OF THE VILLAGE OF SOUTH CHARLESTON
To the Voters of South Charleston, Ohio:
   You are now afforded the opportunity, by the adoption of the attached charter, to put the administration of our village affairs upon a modern businesslike basis. A special election upon the question of the adoption of the charter will be held on Tuesday, October 16, 1917.
   We earnestly urge you the duty of adopting the charter for the following reasons:
It enables our village to regulate its own affairs as it chooses, free from control of the state legislature except as to matters of tax limitations, bond and debt limitations, and police and sanitary regulations.
It substitutes a commission of three men, elected on a non-partisan independent ballot, for the nine men composing the present council and board of public affairs. The president of the commission will take the place of mayor. Other offices may be abolished by the commission and their duties be imposed upon the village manager. In other words the village affairs will be conducted by three elected commissioners and by such other persons as they may appoint to the act as clerk, treasurer and manager, and for the performance of other duties.
The three members of the Village Commission, if they prove unsatisfactory, will be subject to recall by the voters of the village at any time after six months from their election, and all persons appointed or employed by the commission, including the village manager, may be discharged by the commission at any time that their services prove unsatisfactory to the commission.
There are many other provisions of the charter, as will appear from the reading of same, which afford the means of securing a more efficient, economical and progressive administration of village affairs, and we unanimously urge its adoption in the interest of our splendid town.

STATEMENT OF THE CHARTER REVIEW COMMITTEE
To the members of the South Charleston Village Commission:
   We, the undersigned members of the 2010 Charter Review Committee do hereby recommend to the Village Commissioners that no changes need to be made to the Charter at this time.
