Vacancies.
   Section 4. Any vacancy in the Village Commission, except as otherwise provided in this charter, shall be filled by the remaining two members. If they are unable to agree within ten days after such vacancy occurs the vacancy shall be filled by lot conducted in the following manner. Each village commissioner shall make a nomination. The village clerk shall write the names of the two nominees on separate writings each of which shall be put into a container. The village clerk shall then randomly draw one of the writings from the container and the name drawn shall be the one to fill the vacancy.
   If two vacancies exist or occur at the same time the remaining member, together with the village clerk and the village treasurer, shall within ten days thereafter by ballot fill one such vacancy, and the remaining vacancy shall then be filled as hereinbefore provided for the case of a single vacancy. If the term of an office so filled does not expire for two years or more after the next regular municipal election following such vacancy and such vacancy occurs in time to permit it, an additional commissioner shall then be elected for such office, and of those commissioners elected at such election the one having the lowest vote shall succeed such appointee and serve the unexpired term.
   If three vacancies occur or exist at the same time, the village clerk shall fix a day for a special election of village commissioners to fill the unexpired terms and shall at once give public notice thereof and also give notice to the Deputy State Supervisors of Elections of Clark County, Ohio. Such election shall be held not less than thirty nor more than sixty days from the first publication of notice thereof and shall be conducted in the same manner as a regular election for village commissioners except that nomination petitions may be filed at any time not less than fifteen days prior to the day of such election. The shortest unexpired term or terms, as the case may be, shall be filled by the commissioner or commissioners elected by the lowest vote. In the interim between such vacancies and the election and qualification of such village commissioners, the village clerk, village treasurer and village manager shall be vested with all the powers of the village commissioners and may at the same time exercise the functions of their several offices. All proceedings had under this section shall be forthwith entered in the journal of the village commissioners.
