Section 71. Amendments to this charter may be submitted to the electors of the village by a two-thirds vote of the Village Commission, or, upon petition signed by ten percent of the electors of the village setting forth any such proposed amendment, shall be submitted by such Village Commission. The ordinance providing for the submission of any such amendment shall require that it be submitted to the electors at the next regular municipal or general election if one shall occur not less than sixty nor more than one hundred and twenty days after its passage; otherwise it shall provide for the submission of the amendment at a special election to be called and held within the time aforesaid. Not less than thirty days prior to such election the village clerk shall mail a copy of the proposed amendment to each elector whose name appears upon the poll or registration books of the last regular municipal or general election. If such proposed amendment is approved by a majority of the electors voting thereon it shall become a part of the charter at the time fixed therein.
Not later than the first day of July, 1995 and every five years thereafter, the Village Commission shall appoint by a majority vote of its members, a Charter Review Committee consisting of not less than seven (7) electors of the village, one (1) of whom shall be a member of the Village Commission. Such committee shall review the Charter of the Village and, within the time designated by the Village Commission recommend to the Village Commission such alterations, revisions, or amendments to this charter to the electors of the village in the manner provided by this section.
