Ordinance Enactment.
   Section 10. No ordinance or resolution shall contain more than one subject which shall be clearly stated in the title, but appropriation ordinances may contain the various subjects and accounts for which moneys are to be appropriated. The enacting clause of all ordinances passed by the Village Commission shall be, “Be it ordained by the Village Commission of the Village of South Charleston, Ohio.” The enacting clause of all ordinances submitted to popular election by the initiative shall be, “Be it ordained by the people of the Village of South Charleston, Ohio.”
   No ordinance, unless it be an emergency measure, shall be passed until it has been read at two regular meetings not less than one week apart, or the requirement of such reading has been dispensed with by an affirmative vote of all the members of the commission. No ordinance or section thereof shall be amended or revived unless the new ordinance contain the entire ordinance or section revived or amended; and the original ordinance, section or sections so amended; shall be repealed.
