Section 46. All papers comprising a petition shall be assembled and filed with the village clerk as one instrument, within sixty days from the date of the first signature thereon, and when so filed the clerk shall submit the same to the Village Commission at its next regular meeting and provisions shall be made for a public hearing upon the proposed ordinance.
