Legislative Procedure.
   Section 9. A majority of all the members elected to the Village Commission shall be a quorum to do business, but if only one member be present he may adjourn a meeting from day to day and compel the attendance of the absent members in such manner and under such penalties as may be prescribed by ordinance. The action of the Village Commission upon all matters of a general or permanent nature, granting, receiving or extending a franchise, regulating the rate to be charged for its service by any public utility, levying a tax or assessment, involving an expenditure of money in excess of the threshold dollar amount requiring legislative authorization established in Section 35 of this Charter, or for the lease, sale or transfer of property exceeding in value that threshold dollar amount established in Section 35 of this Charter, shall be by written ordinance or resolution. Action on other matters may be taken by verbal motion. The affirmative vote of at least two members shall be necessary to adopt any ordinance or resolution, and the vote upon the passage of all ordinances or resolutions shall be taken by “yeas” and “nays” and entered upon the journal.
