Section 12. Every ordinance or resolution upon its final passage shall be authenticated by the signature of the presiding officer and the village clerk and recorded in a book kept for that purpose. Every ordinance of a general or permanent nature shall be published within ten days after its final passage in the manner hereinafter provided and the village clerk shall record in the ordinance record a statement of the time and manner of such publication and such statement shall be authenticated by the signature of the clerk.
