Section 1. The inhabitants of the village of South Charleston, Ohio in order to secure for themselves the benefits of municipal home rule and to exercise all the powers of local self-government under the Constitution or laws of the State of Ohio, do hereby adopt this Charter for the Village within the corporate limits as now established or as hereafter may be established. The Village shall continue to be a body politic and corporate in perpetuity under the name of “Village of South Charleston, Ohio.” The Village shall have all powers, general and special, governmental and proprietary, that may now or hereafter lawfully be possessed or exercised by a village under the Constitution and Laws of the State of Ohio.
