Financial Reports.
   Section 31. The Village Commission shall have furnished them by the village clerk a quarterly balance sheet showing in detail all receipts and expenditures of the village for the preceding quarter. At the end of each year the commission shall print in pamphlet form, or shall publish in a newspaper of general circulation in said village, a classified statement of all receipts and expenditures of the village, a detailed comparison of such receipts and expenditures with those of the year preceding; and a summary of the commission proceedings and of the operations of the administrative departments for the previous twelve months.
