Section 16. The Village Commission shall appoint a village clerk who shall hold office at the pleasure of the commission. He shall issue all warrants for the payment of money by the village. He shall keep an accurate account of all assessments, of all money due to, and all receipts and disbursements by the village, of all its assets and liabilities, and of all appropriations made by the Village Commission, At the end of each fiscal year, and oftener if required, by the Village Commission, he shall audit the accounts of the several officers and all other accounts in which the village is interested.
In addition to such duties the village clerk shall attend all meetings of the commission, keep a record of its proceedings, and perform such other duties as may be required of him by the commission, as well as such may be required of village clerks by the general laws of the state applicable to villages and not inconsistent with this charter or with any ordinance or resolution that may be passed by the commission.
