Section 8. Absence from four consecutive regular meetings shall operate to vacate the seat of a member of the Village Commission unless the absence is excused by the commission by resolution setting forth such excuse and entered upon its journal.
If it be determined by the commission that the excused absence by a member of the Village Commission will continue for a reasonably determinate period of time, taking into account the reasons therefor, it may grant the absent commissioner a temporary, unpaid, leave of absence and appoint, in the interim, an individual who otherwise would meet all qualifications specified in Section 3. Said appointment shall be accomplished in the same manner as is prescribed for the filling of a vacancy on the commission pursuant to Section 4. The interim commissioner shall serve during such leave of absence and shall have all powers and duties of a regularly elected commissioner and shall be paid compensation as if he or she were a regularly elected commissioner.
