Appointment.
   Section 14. The Village Commission shall appoint a village manager who shall be the administrative head of the municipal government under the direction and supervision of the commission and who shall hold office at the pleasure of the commission. He shall be appointed without regard to his political beliefs and need not be a resident of the village at the time of his appointment but shall, within six months of the date of appointment secure residence within the village limits. Provided, however, that the person holding the position of village manager at the time of the adoption of the amendment to this Section 14 requiring the village manager to become a resident of the Village within six (6) months of his/her appointment shall not be subject to such requirements so long as he/she retains such position. During the absence or disability of the village manager the commission may designate some properly qualified person to execute the function of the office.
