Section 38. In no instance shall contracts be let for any project, improvement or purchase either as a whole, or in the aggregate if bids for parts of the work are taken, which exceed the estimate by more than 10%. The village shall advertise for and solicit formal bids for projects, improvements and purchases when required to do so by Sections 735.05, 735.051, 735.052, and 735.053 of the Ohio Revised Code, as presently enacted and as they may be amended from time to time by general assembly.
