"Airport runway" means any airport taxiway or runway, and includes all public or private airplane landing strips or air strips designed and constructed for the landing or taking off of aircraft. It is unlawful for any person to drive a motor vehicle upon any airport runway, whether or not occupied or attended, without first having obtained written permission from the owner thereof or the person lawfully entitled to the possession thereof, and it is unlawful for any person to go upon any airport runway owned, controlled or maintained by the County of San Diego, either on foot, or horseback or on a vehicle of any kind other than an aircraft, without permission to do so from the manager.
Nothing contained in this section shall be deemed to prohibit any otherwise lawful entry on an airport runway for the purpose of repairing or maintaining such runway, for the purpose of furnishing service or aid to an aircraft or to the crew or passengers thereof, to perform any duty required by law, or to board or debark an aircraft.

No person not authorized by the Board of Supervisors shall erect or maintain any device which directs a beam of light in a flashing sequence toward any highway, nor shall any person erect or maintain any electric advertising sign or similar device that interferes with the visibility of any official traffic control device or warning signal.
The Road Commissioner shall be and is hereby authorized to remove or cause to be removed every unofficial sign, signal or device placed, maintained or displayed upon any County highway contrary to the provisions of Section 473 of the Vehicle Code and this division.
(a) The County Road Commissioner is authorized to place and maintain on County highways in mountain areas where winter snow conditions are a traffic hazard signs bearing appropriate words to require the use of tire chains on all motor vehicles using such highways when snow or ice conditions constitute a hazard. Such signs may be removable or adjustable so as to be readily placed in use and made visible when conditions require, and to be covered or otherwise not in view when not required.
The County Road Commissioner and his employees, the Sheriff and his deputies, and any officer of the California Highway Patrol are authorized to place such signs in use when snow or ice conditions on such highways are such as in their judgment as to constitute a traffic hazard, and to remove or withdraw such signs when no longer needed.
When such a sign has been placed in use and there is snow or ice on such highway, every motor vehicle using such highway shall be equipped with tire chains installed on the rear wheels, and any person who shall operate a motor vehicle without such tire chains is guilty of a misdemeanor.
(b) A person convicted of a third or subsequent violation of the provisions of the third paragraph of subsection (a) within two years from the date of the first conviction shall be deemed guilty of a misdemeanor.
(c) Each day on which a violation occurs or continues shall constitute a separate offense.

(a) Definitions.
(1) The term "parade" as used in this section means any march, procession or assembly consisting of persons, animals or vehicles, or combination thereof, upon any street, sidewalk or alley which does not comply with normal and usual traffic regulations or controls.
(2) The term "special event" as used in this section means any celebration, festival, fair, carnival or similar local special event which is held wholly or partially within a street, the participants in which do not comply with the normal or usual traffic regulations or controls.
(b) Permit Required. No person shall conduct or manage a parade or special event without a written permit from the Road Commissioner or the Board of Supervisors.
(c) Issuance of Permit.
(1) The Road Commissioner may issue permits in accordance with this section.
(2) Upon appeal from a decision of the Road Commissioner the Board of Supervisors may issue a permit in accordance with this section.
(3) Any such permit may be issued subject to such reasonable conditions as the Road Commissioner or the Board of Supervisors may prescribe.
(4) The Road Commissioner shall not, without the approval of the Board of Supervisors, issue a permit for a parade or a special event which requires the temporary closing of a portion of a street for more than 24 hours.
(5) Security Deposit - Prior to issuance of a permit, a security deposit may be required of the applicant or sponsoring organization, to assure the return of County barricades and signs, which must be used for traffic control around the parade or special event. If the applicant has properly placed, removed, and returned the barricades and signs in the same condition as received and no corrective action by County crews was necessary, the deposit will be refunded in full.
(6) Insurance - Liability insurance covering the parade or special event participants and the County of San Diego will be required for all events. The coverage amount to be determined by the Road Commissioner.
(d) Special Event for Public. No permit for a special event shall be issued unless the Road Commissioner or the Board of Supervisors determines that the special event is primarily for the benefit of the community and that the use of the street for such purpose is in the public interest.
(e) Prohibited Parades and Special Events.
(1) No permit shall be issued authorizing the conduct of a parade or special event which the Road Commissioner or Board of Supervisors determines:
a. Is to be held for the sole purpose of advertising any product, goods, wares, merchandise or event and is designed to be held purely for private profit;
b. Is likely to cause injury to persons or property;
c. Will unduly interfere with the movement of traffic along or across its route or the movement of fire fighting equipment or ambulances to a fire or emergency; or
d. Will require unreasonable extraordinary police service.
(f) Application for Permit.
(1) Any person desiring to conduct or manage a parade or special event shall, not less than thirty (30) nor more than one hundred eighty (180) days before the date on which it is proposed to conduct such parade or special event, file with the Road Commissioner an application for a permit for such parade or special event; provided, the Road Commissioner may accept and act on any application filed less than thirty (30) days before such parade or event. The application shall be in such a form and contain such information as the Road Commissioner may require.
(g) Appeal to Board of Supervisors. In the event the Road Commissioner denies a permit or imposes conditions considered unreasonable by the applicant, the applicant may appeal to the Board of Supervisors who may then consider the application and issue or deny the permit.
(h) Interference with Parades of Special Events. No person shall without the consent of the permittee, join or participate in a parade or special event nor in any manner interfere with its progress or orderly conduct.
(i) Exceptions. This section does not apply to:
(1) Funeral processions by a licensed mortuary.
(2) Any governmental agency acting within the scope of its functions.
(3) Picketing on the sidewalks only.
(4) Film making activities that:
a. are conducted under the auspices of the San Diego Motion Picture and Television Bureau of the San Diego Chamber of Commerce, and;
b. have the California Highway Patrol conducting traffic control in conjunction with the filming; and;
c. have a Certificate of Insurance indemnifying the County of San Diego as an additional insured. The coverage amount to be determined by the Road Commissioner.

The Road Commissioner may temporarily close a portion of a street for a parade or special event for which a permit has been issued pursuant to Section 72.249.5 when in his opinion such closing is necessary for the safety and protection of persons using that portion of the street during the temporary closing. No such closing shall be for more than 24 hours without the approval of the Board of Supervisors.
