The Road Commissioner shall place or cause to be placed in a conspicuous place on such one-way streets at the intersection of each highway intersecting such one-way street, adequate signs bearing the words "One-Way Street" and indicating the direction of lawful traffic movement.
It shall be unlawful for the operator of any vehicle traversing any portion of any one-way street as designated or established by resolution of the Board, to operate such vehicle thereon in violation of the one-way street signs placed by the Road Commissioner pursuant to this article.
ARTICLE 6. THROUGH HIGHWAYS -- STOP INTERSECTIONS -- YIELD RIGHT-OF-WAY INTERSECTIONS
The Road Commissioner shall erect and maintain stop signs in compliance with the provisions of the Vehicle Code at the entrance to every intersection where a Civil or Traffic Engineer licensed by the State of California has determined traffic safety and/or intersectional operation will be enhanced, the proposed stop control shall be supported by a safe approach speed of less than 5 MPH and the Community Planning/Sponsor Group (where applicable). If there is opposition to the proposed stop control, the matter will be reviewed by the San Diego County Traffic Advisory Committee as a full item and a recommendation will be submitted to the Board. The Board can then determine if there is special hazard to life or property by reason of the volume of traffic at such intersection, or because of the lack of visibility to the drivers of vehicles approaching such intersection, or because of the number of reported accidents or the apparent probability thereof, or by reasons of physical conditions which render any such intersection exceptionally dangerous or hazardous to life or property, and where the factors creating this special hazard are such that according to the principles and experience of traffic engineering, the installation of stop signs is reasonably calculated to reduce the expectancy of accidents and that the use of warning signs would be inadequate.
