SEC. 72.223. FUNCTION OF TRAFFIC COMMITTEE.

   Upon the receipt of a request or recommendation for a traffic regulation in the unincorporated territory of the County, the Committee shall proceed to make such investigation as it deems necessary, which may include engineering studies and studies of traffic conditions. Upon completing such investigation and within 60 days after receipt of the recommendation or request, the Committee shall make its report and recommendation to the Road Commissioner and to the Board. The Board may grant extensions of this time limit.

SEC. 72.224. BOARD NEED NOT OBTAIN COMMITTEE RECOMMENDATION AND IS NOT BOUND BY RECOMMENDATION.

   The Board may proceed to adopt any amendment to this code or any resolution pursuant thereto without first receiving the recommendation or report of the Committee, and said Board shall not be bound by any recommendation or report of said Committee.

ARTICLE 18. MISCELLANEOUS PROVISIONS

SEC. 72.230. RIDING BICYCLES ON SIDEWALKS PROHIBITED.

   It shall be unlawful for any person to ride a bicycle upon any sidewalk in a business district.

SEC. 72.231. RIDING ON BICYCLES.

   It shall be unlawful for the operator of any bicycle or motorcycle to carry any other person upon the handlebars of any such bicycle or motorcycle or for any person to so ride upon any such vehicle or bicycle upon any highway.

SEC. 72.232. CLINGING TO MOVING VEHICLES.

   It shall be unlawful for any person traveling upon any bicycle, motorcycle, toy vehicle or other moving device of any nature whatever, on any public highway to cling to or attach himself or his vehicle, or such device, to any other moving vehicle.
