§ 141.10 Division of Health
   There is hereby established in the Department of Public Health and Welfare a Division of Health to be controlled and administered by a Commissioner of Health, subject to the provisions of the Charter and ordinances of the City, and to the supervision and direction of the Director of Public Health and Welfare.
§ 141.11 Duties of Commissioner of Health
   The Commissioner of Health shall administer the Health Code and see that all ordinances and rules of the City and all applicable State laws affecting the public health are properly enforced. He or she shall supervise the work of the several bureaus established in the Division of Health. He or she shall apply to physicians in the City, who are licensed by the Ohio State Medical Board to practice medicine and surgery in all its branches, outfits for the collection of material from cases suspected to be diphtheria, typhoid fever, tuberculosis, rabies and such other communicable diseases as he or she may decide, and shall have such material examined and report the result of such examination to the physician submitting such material. He or she shall maintain and supervise a laboratory to assist in the diagnosis of communicable diseases and in fixing the period of quarantine, determine the quality of the food, milk and water supplies of the City and perform such other chemical and bacteriological analyses as are related to the public welfare.

§ 141.12 Subdivision of Communicable Diseases
   There is hereby established in the Division of Health a Subdivision of Communicable Diseases to be administered and controlled by a Chief, subject to the direction and supervision of the Commissioner of Health. The function of the Subdivision shall be to prevent the transmission of communicable diseases, perform disinfection, establish and maintain quarantine and perform such other duties as shall be deemed necessary for the prevention and control of epidemics.
§ 141.13 Controller of Tuberculosis
   There is hereby established the office of Controller of Tuberculosis in the Division of Health. The Controller, who may be the person designated as Controller of Tuberculosis by the County of Cuyahoga, and a majority of the health districts therein, shall be appointed by the Commissioner of Health of the City, shall serve without compensation from the City and shall have and exercise all the powers and duties of the Commissioner relating to the control of tuberculosis under the supervision and direction of the Commissioner which it would be competent for a deputy commissioner of health to have and exercise.

§ 141.14 Controller of Chronic Illness
   There is hereby established the office of Controller of Chronic Illness in the Division of Health. The Controller, who may be the person designated as Controller of Chronic Illness by the County of Cuyahoga, and a majority of the health districts therein, shall be appointed by the Commissioner of Health of the City, shall serve without compensation from the City and shall have and exercise all powers and duties of the Commissioner relating to the control of chronic illness under the supervision and direction of the Commission, which it would be competent for a deputy commissioner of health to have and exercise.

§ 141.15 Bureau of Public Health Education
   There is hereby established in the Division of Health the Bureau of Public Health Education in the charge of a Chief of Public Health Education, subject to the supervision and direction of the Commissioner of Health.

§ 141.16 Subdivision of Child Hygiene
   There is hereby established in the Division of Health a Subdivision of Child Hygiene, to be administered and controlled by a Chief, subject to the supervision and direction of the Commissioner of Health. The function of the Subdivision shall be to foster the health and physical well being of children, and to that end it may provide such infant welfare stations, prenatal clinics, medical supervision of school children and such other means for the protection of children as the Commissioner of Health may deem necessary.
§ 141.17 Coordinator of Venereal Diseases
   There is hereby created, in the Division of Health, Subdivision of Communicable Diseases, the position of Coordinator of Venereal Diseases, the incumbent of which shall be a person trained in public health procedure and in the control of venereal disease.

§ 141.18 Bureau of Vital Statistics
   There is hereby established in the Division of Health a Bureau of Vital Statistics, to be administered and controlled by a Chief, subject to the supervision and direction of the Commissioner of Health. The function of the Bureau shall be to administer the ordinances of the City and the laws of the State on the registration of births and deaths within the City.
