There is hereby established in the Department of Public Health and Welfare a Division of Health to be controlled and administered by a Commissioner of Health, subject to the provisions of the Charter and ordinances of the City, and to the supervision and direction of the Director of Public Health and Welfare.
The Commissioner of Health shall administer the Health Code and see that all ordinances and rules of the City and all applicable State laws affecting the public health are properly enforced. He or she shall supervise the work of the several bureaus established in the Division of Health. He or she shall apply to physicians in the City, who are licensed by the Ohio State Medical Board to practice medicine and surgery in all its branches, outfits for the collection of material from cases suspected to be diphtheria, typhoid fever, tuberculosis, rabies and such other communicable diseases as he or she may decide, and shall have such material examined and report the result of such examination to the physician submitting such material. He or she shall maintain and supervise a laboratory to assist in the diagnosis of communicable diseases and in fixing the period of quarantine, determine the quality of the food, milk and water supplies of the City and perform such other chemical and bacteriological analyses as are related to the public welfare.

There is hereby established in the Division of Health a Subdivision of Communicable Diseases to be administered and controlled by a Chief, subject to the direction and supervision of the Commissioner of Health. The function of the Subdivision shall be to prevent the transmission of communicable diseases, perform disinfection, establish and maintain quarantine and perform such other duties as shall be deemed necessary for the prevention and control of epidemics.
There is hereby established the office of Controller of Tuberculosis in the Division of Health. The Controller, who may be the person designated as Controller of Tuberculosis by the County of Cuyahoga, and a majority of the health districts therein, shall be appointed by the Commissioner of Health of the City, shall serve without compensation from the City and shall have and exercise all the powers and duties of the Commissioner relating to the control of tuberculosis under the supervision and direction of the Commissioner which it would be competent for a deputy commissioner of health to have and exercise.

There is hereby established the office of Controller of Chronic Illness in the Division of Health. The Controller, who may be the person designated as Controller of Chronic Illness by the County of Cuyahoga, and a majority of the health districts therein, shall be appointed by the Commissioner of Health of the City, shall serve without compensation from the City and shall have and exercise all powers and duties of the Commissioner relating to the control of chronic illness under the supervision and direction of the Commission, which it would be competent for a deputy commissioner of health to have and exercise.
