For the purposes of the general provisions of the Charter and ordinances of the City, the Municipal Court, Council, office of the Mayor, office of the Clerk of Council, Sinking Fund Commission, City Planning Commission, Office of Capital Projects, and the Board of Revision of Assessments shall be treated and construed as being departments of the City government, in addition to the administrative departments under charge of the Mayor, as established by the Charter or ordinances of the City.

Each administrative department which is required to authenticate with a City seal any document issued by it shall have a departmental seal, which shall be in the custody of the director of the department, and shall be used as directed by him or her. The seal shall consist of a disc one and three-fourths (1-3/4) inches in diameter, upon which shall be the City banner, surrounded by a circle, upon which shall appear the words “City of Cleveland, O.” and “Department of ______________”, filling in the blank with the appropriate name.
