148.01 ESTABLISHMENT OF THE RECREATION DEPARTMENT.
    There is hereby created the Department of Recreation pursuant to Article III, Section 9(a) of the Charter which shall oversee the recreation needs of the City, including, but not limited to, the Recreation Complex, pool and Park Operations.

148.02 RECREATION DIRECTOR.
   (a)    Establishment of Recreation and Parks Director. There is hereby established the position of Recreation and Parks Director. The Recreation and Parks Director will be hired by the Mayor with the approval of Council. Council shall fix the compensation of the Recreation and Parks Director. The Recreation and Parks Director shall be employed full-time. He/she shall work a minimum of forty (40) hours per week at times determined by the Mayor. All time shall be spent at the Recreation Complex and City parks unless the job requirements require his/her attendance at a place other than the Recreation Complex. In addition, the Recreation and Parks Director, or a designated administrator, shall attend, upon the request of the Mayor or President of Council, meetings such as those of Council, the Parks and Recreation and Public Property Committee, and meetings and seminars sponsored by the State, Municipal or Federal Government or Organizations.
   (b)    Qualifications. The Recreation and Parks Director shall:
      (1)    Have a Bachelor's degree in recreation education, recreation administration or related field, and considerable responsible professional experience in recreation program management and recreation facility management; or any equivalent combination of accepted education and experience that would provide the following knowledge, abilities, and skills.
      (2)    Thorough knowledge of modern principles, methods, practices of public recreation/leisure programs management and recreation center administration, with a preferred background in business planning, finances, municipal budgeting and procedures or related field.
      (3)    Thorough knowledge of federal, state, and local laws, regulations and standards relating to community recreation center and recreation program management.
      (4)    Thorough knowledge of safety standards, risk management, and precautions for recreation programs and center operations.
      (5)   Thorough knowledge of effective supervisory practices, principles, methods, and techniques.
      (6)    Thorough knowledge of a wide variety of recreational activities including participant needs and interests.
      (7)    Considerable knowledge of marketing and promotion.
      (8)    Considerable knowledge of health and safety hazards, including blood borne pathogens.
      (9)    Considerable knowledge of budgeting functions and concepts.
      (10)    Ability to develop, establish, and evaluate community wide recreation programs and recreation center operations.
      (11)    Ability to effectively plan, coordinate, organize, schedule, and prioritize activities, functions, and assignments of subordinates, contractual, part-time and seasonal staff.
      (12)    Ability to prepare clear concise reports and studies.
      (13)    Ability to coordinate logistical aspects and contractual services for assigned areas.
      (14)    Ability to establish and maintain effective working relationships with superiors, other city emp]oyees, recreation patrons and the general public.
      (15)    Ability to communicate effectively both orally and in writing to a variety of audiences and promote division activities and services to the public.
      (16)   Ability to perform first aid and CPR in emergency situations.
      (17)    Possession of a valid driver's license.
      (18)    Certified leisure professional license by NRPA is required.
      (19)    A minimum of three (3) - five (5) years' experience in a Recreation Center Management Position.
      (20)    Certified Park and Recreation Professional (CPRP) preferred Certified Pool Operator (CPO) preferred, American Red Cross or American Heart Association CPR, First Aid & AED.

148.03 DUTIES OF THE RECREATION DIRECTOR.
   The Recreation and Parks Director's duties shall include but not be limited to the
following:
   (a)    Supervises the development and implementation of recreation programs (including preschool, youth, teen, adult, seniors, sports, fitness and aquatics and related program coordination) and/or community center operations.
   (b)   Supervises, trains, and evaluates staff; interviews applicants for various positions and makes recommendations regarding final selection of applicants.
   (c)    Proposes policies and procedures relating to the operation of the assigned program areas.
   (d)    Supervises the design, development, publication, and distribution of promotional and information literature (e.g., brochures, flyers, posters, etc.) to maximize use of offered programs and use of the community center.
   (e)    Assists in preparation of marketing and news releases.
   (f)    Develops cooperative and supportive working relationships with other existing federations/groups to coordinate such programs.
   (g)    Prepares and submits annual budgets for all recreation programs and recreation facility needs and monitors budget expenditures.
   (h)    Coordinates scheduling of community center facilities utilization and programs.
   (i)    Responds to inquiries and requests for information from residents.
   (j)    Prepares and maintains records and reports as requested by the Mayor, Council and Finance Director.
   (k)    Develops and enforces health and safety standards in accordance with all applicable health code, city ordinances, regulations and policies and manages program risks and liabilities.
   (l)    Safeguards City's assets and protects applicable properties.
   (m)    Reports progress of current programs, development of new programs through regular written reports.
   (n)    Maintains professional awareness through membership and conference attendance with organizations such as Ohio Parks and Recreation Association, National Recreation and Parks Association, the National Intramural and Recreational Sports Association, and any other related professional organizations.
   (o)    Coordinates facility maintenance, supply, and resource requirements/needs with appropriate division or outside sources.
   (p)    Performs other functions as directed by the Mayor and/or Council.
