148.081 PARKS AND BUILDING SUPERVISOR.
   (a)    Establishment. There is hereby established the position of the Parks and Building Supervisor. The Parks and Building Supervisor is a full-time, salaried position reporting directly to the Recreation and Parks Director. The hours and days will be flexible and will change from time to time to meet the needs of the Facility and insure its smooth,
safe and professional management.
   (b)   Qualifications. The Parks and Building Supervisor shall:
      (1)   Have Bachelor's degree in Recreation, Building and Grounds, parks Operations or related field - or experience that matches is required.
      (2)   Have a current Certified Park and Recreation Professional Certification (preferred), Certified Playground Safety Inspector (CPS), Certified Pool Operator (CPO) preferred, American Red Cross CPR, AED, First Aid, Instructor Preferred. Aquatics Experience and certifications are highly recommended in the event that the Aquatics Supervisor is not in the building.
      (3)   Have experience in staff management, program development, fitness programming;
      (4)   Have extensive knowledge of parks and field maintenance as well as programming;
      (5)   Have extensive knowledge of sports, as a player, coach or administrator;
      (6)   Be experienced in building maintenance, scheduling, inventory and operations;
      (7)   Be able to work well with people of all ages in various circumstances;
      (8)   Have the ability to instruct class/coach program when assigned instructor is unavailable;
      (9)   Require the exercise and use of independent judgment not merely of a routine or clerical nature; Experience in training and scheduling staff and building activities is required;
      (10)   Shall have American Red Cross Certified Adult, Child & Infant CPR, First Aid, AED, Blood Borne pathogens, Preventative Disease Transmission certifications;
      (11)   Have experience in working with and directing people;
      (12)   Be organized and demonstrate ability to plan and follow through;
      (13)   Be Willing to work flexible hours including holidays, weekends and evening;
      (14)   Have experience in budget preparation;
      (15)   Have modern Knowledge of philosophies, principles, methods and practices used in coordinating recreational services that include facilities and diverse programs for patrons of all ages and abilities;
      (16)   Be Computer proficient: Microsoft Word, Excel, Publisher, Outlook, Sportsman, etc.
      (17)   Be capable of working Front Desk and training all staff when necessary.
   (c)    Duties of the Parks And Building Supervisor. The Parks and Building Supervisor is a supervisory position responsible for all aspects of the overall operation of the entire recreation facility, with programming specifically in land-based areas, as well as the preparation of parks and fields, seasonally, in conjunction with the Service Director and Recreation and Parks Director. The Parks and Building Supervisor duties shall include, but not be limited to, the following:
      (1)   Plans, coordinates and supervises the maintenance of landscape and grounds in assigned parks, recreation centers, municipal facilities, and playgrounds, including inspection, maintenance, management and improvement of City parks; evaluates maintenance issues, and recommends and implements solutions to provide safe, clean and aesthetically pleasing park facilities;
      (2)   Coordinates the daily activities of assigned parks maintenance unit; coordinates and assigns staff, vehicles and equipment; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities; establishes and enforces work methods, procedures and standards; assures that maintenance activities are in compliance with all laws, regulations, policies and safety standards;
      (3)   Supervises staff through appropriate work delegation; meets regularly with staff to discuss and resolve special projects and workload issues; provides assistance and training in technical issues and responsibilities; works with employees to correct performance deficiencies;
      (4)   Supervises maintenance operations and resource allocations; prioritizes projects and inspects jobsites to assure quality work products and effective use of resources; oversees the maintenance of irrigation systems, inspects systems and repairs; plans and directs the application of pesticides, herbicides and fertilizers, and oversees work to assure the safe and effective application of materials;
      (5)   Supervises special projects; identifies problem areas and implements solutions; orders and stages materials, supplies and equipment for special projects and assures projects meet goals and standards;
      (6)   Supervises a variety of administrative activities including records management, employee scheduling, payroll reporting, and work activity reports; maintains inventories and assures that adequate materials, supplies, and tools are available; reports and resolves safety conditions and security issues; processes and responds to work requests and complaints;
      (7)   Supervises setup and teardown and other tasks for special City events as directed;
      (8)   Monitors work sites to assure that safety rules and regulations are adhered to and that the work zones and all equipment are in safe operating condition;
      (9)   Recognizes and reports unsafe acts, conditions, accidents and injuries;
      (10)   Works along with the Recreation and Parks Director to plan annual Health Fair;
      (11)   Helps plan/staff various events such as Home Days, Fall Fest, VFW Christmas Party, etc.;
      (12)   Perform other duties and directed by the Recreation and Parks Director.
   (d)   Compensation of the Parks and Building Supervisor. The Parks and Building Supervisor shall receive as and for salary and compensation for his/her full-time duties in accordance with the following pay range at the direction of the Mayor:

$35,000 - $65,000 PER YEAR effective 01/01/2023 and thereafter
Such annual compensation shall be paid directly to the Parks and Building Supervisor in twenty-six substantially equal amounts, together with any other benefits as provided by Chapter 151. The Parks and Building Supervisor shall not receive overtime compensation.
   The salary range for the Parks & Building Supervisor shall be adjusted automatically annually to reflect the Ohio Public Employees Retirement System (OPERS) percentage increase effective January 1, 2023 and every January 1st thereafter.
   (e)   Vacation Benefits. The Parks and Building Supervisor shall receive as and for additional compensation the following paid vacation benefits:

   (f)   Hospitalization and Premium Benefits. In addition to the compensation applicable to the Parks and Building Supervisor, the City shall pay premiums for the benefit of the Parks and Building Supervisor for a high level hospitalization and surgical benefit policy. Additionally, dental and orthodontics benefits will be provided the Parks and Building Supervisor by the City at its cost.
   The Mayor is hereby authorized to amend from time to time, if necessary, the existing contract between the City and the existing insurance provider, so as to take into account the effect of this section. Such hospitalization coverage shall not be provided by the City after termination of service with the City due to resignation, retirement or disability.
   (g)   Paid Time Off (PTO). The Parks and Building Supervisor will be allowed a total of twelve Paid Time Off 9PTO) days each year in lieu of Holidays. These twelve days shall include any whole or half days that fall on holidays or which the Recreation Center Complex is closed to the public. A record will be kept of time earned and taken.
