148.07 ASSISTANT RECREATION AND PARKS DIRECTOR.
    (a)    Establishment. There is hereby established the position of Assistant Recreation and Parks Director. The Assistant Recreation and Parks Director consists of up to two positions. Position A, a full or part-time position based on the needs as determined by the Administration, and Position B, a part-time position. Position A and Position B reports directly to the Recreation and Parks Director. The hours and days will be flexible and will change from time to time to meet the needs of the City's recreation programs and ensure its smooth, safe and professional management. (Ord. 04-2024.    (b)    General Statement of Requirements for the Assistant Recreation and Parks Director. The Assistant Recreation and Parks Director is a supervisory position responsible for all aspects of the overall operation of the entire recreation facility, with programming specifically in land-based areas and the following requirements.    
      (1)    Current Certified Park and Recreation Professional Certification, Certified Pool Operators (CPO) certification, Certification in Lifeguarding, First Aid, Water Safety Instruction (WSI), Certified Lifeguard Instructor (LGI) are highly recommended in the event that the Aquatics Supervisor is not in the building.
               (2)    Experience in staff management, program development, fitness programming, with a preferred background in business planning, finances, municipal budgeting and procedures or related field.
               (3)    An extensive knowledge of aquatics, pool maintenance, water quality, pool filtration systems and programming.
              (4)    An extensive knowledge of sports, as a player, coach or administrator.
              (5)    Must be able to work well with people of all ages in various circumstances.
              (6)    Ability to instruct class when assigned instructor is unavailable.
              (7)    Requires the exercise and use of independent judgment not merely of a routine or clerical nature.
              (8)    Experience in training and scheduling staff and building activities is required.
              (9)    American Red Cross Certified Instructor for Adult, Child & Infant CPR, First Aid, AED, Blood Borne Pathogens, Preventative Disease Transmission.
              (10) Experience in working with and directing people.
              (11) Must be organized and demonstrate ability to plan and follow through.
              (12)    Willingness to work flexible hours including holidays, weekends and evenings.
              (13)    Experience in budget preparation.
      (14)    Modern knowledge of philosophies, principles, methods and practices used in coordinating recreational services that include facilities and diverse programs for patrons of all ages and abilities.
              (15)    Computer proficiency: Microsoft Word, Excel, Publisher, Outlook, Sportsman, etc.
              (16) Capable of working Front Desk and training all staff when necessary.
            
      (c) Duties of the Assistant Recreation Director.
               (1)    Budget Development: The Assistant Recreation and Parks Director is responsible for assisting the Recreation and Parks Director with the development of an annual budget of anticipated income and expenditures for land based programs, the fitness center and land based aerobics, along with a budget for the entire facility.
               (2)    Staff Recruitment and Development: Work with staff to develop growth opportunities and to increase capacity within the organization. Recruit and hire, retain, evaluate, reward and/or discipline qualified instructors for all programs.
               (3)    Program Development: Develop, implement, schedule and evaluate programs for participants of all ages in the areas of community events, aerobics, fitness and sports.
               (4)    Public Relations/Community Affairs: Represents the Recreation Complex in appropriate Community groups providing timely publicity of programs and events. Work with different Sports Federations in developing programs. Attend meetings or functions as requested by the Recreation and Parks Director to represent the Seven Hills Recreation Complex and assist the Recreation and Parks Director by acting as the liaison to various groups (City Council, Rec. Board, etc.)
              (5)    Facility Management: Responsible for programming in the gym, aerobics room and fitness area and scheduling of activities in these areas. Must also be responsible for natatorium area when the Aquatics Supervisor is not present.
               (6)    Risk Management: Develop a comprehensive risk management plan as it pertains to the gym, the fitness area and the aerobics room and people in those areas.
               (7)    Facility Cleanliness: Develop a schedule of housekeeping duties for the staffs of the gym, fitness area and aerobics room to maintain a neat and clean environment.
               (8)    Training: Identify the training needs of the gym staff, fitness staff and aerobics staff and methods to meet those needs. Establish in-service training schedule for the various staffs.
               (9)    Key Performance Measures: With input from the Recreation and Parks Director, develop on a quarterly basis, quantifiable key goals for land based programs, the fitness area and aerobics.
               (10)    Customer Service: Handle all suggestions and complaints of the program participants, fitness area users and aerobics participants.
               (11)    Manager on Duty: Work Hours as scheduled as the Manager on Duty to maintain a safe and healthy environment throughout the entire complex.
               (12)    Payroll: Monitor hours and verify payroll for support staff in programs, fitness and aerobics.
              (13)    Staffing: Conduct interviews, hire, develop growth opportunities, counsel and evaluate program, fitness and aerobics personnel.
               (14)    Purchasing: Responsible for purchasing and inventorying all program, fitness and aerobics supplies.
               (15)    Assist as Silver Sneakers Coordinator and train employees when needed with Silver Sneakers Program.
               (16)    Works along with the Recreation and Parks Director to plan annual Health Fair.
               (17)    Helps plan / staff various events such as Home Days, Fall Fest, VFW Christmas Party, etc.
              (18) Get quotes on Seasonal Recreation Brochure to turn in to City Council
              (19)    Prepare Seasonal Recreation Brochure with programming information to be distributed to the Seven Hills Community and potential members of the Recreation Center
              (20)    Print and mail monthly postcards to expired members
              (21)    Computer Training for Front Desk / new employees. All training for any personnel.
              (22) Update / Maintain Website and Weekly Coffee Program
              (23)    Maintain REACH Sports Display Board
              (24) Perform other duties and directed by the Recreation and Parks Director.
    
   (d)    Preferred Certifications for the Assistant Recreation Director.
               (1)    Certified Park and Recreation Professional (CPRP), preferred
               (2)    Certified Pool Operator (CPO) preferred
               (3)    American Red Cross CPR, AED, First Aid (Instructor Preferred)

   (e)    Compensation for the Assistant Recreation and Parks Director:
      Position A part-time            Position B part-time
      $15.00 - $25.00/hour         $15.00 - $25.00/hour   
         
      The part-time Assistant Recreation and Parks Director hourly rate will be within the foregoing range to be determined by the Mayor. Part-time Position A shall not be assigned for more than thirty hours per week, and part-time Position B shall not be assigned for more than thirty hours per week, for a total of not more than fifty combined hours per week.

      Salary Range
      $35,000 - $65,000 annually
   
      Such annual compensation shall be paid directly to the full-time Position A Assistant Recreation and Parks Director in twenty-six substantially equal amounts, together with any other benefits as provided by Chapter 151. The full-time Position A Assistant Recreation and Parks Director shall not receive overtime compensation. The salary range for the Position A full-time Assistant Recreation and Parks Director shall be adjusted automatically annually to reflect the Ohio Public Employees Retirement System (OPERS) percentage increase effective January 1, 2024 and every January 1st thereafter.
