The Mayor and the Clerk-Treasurer shall enter into a contract with the Board of County Commissioners to provide for the administration and enforcement of Titles Two and Four of this Building and Housing Code. Such contract shall further provide that the County, through its Department of Building Inspection, shall perform the services of the Commissioner of Buildings, as set forth in such Titles, respecting the procedure, application for and issuance of all permits, the conduct of inspections and the collection of fees, and shall act as the enforcement authority for the village in all matters pertaining to such Titles.

In order to pay for the costs of administration and enforcement of Titles Two and Four of this Building and Housing Code, the County shall retain all fees collected by the Department of Building Inspection, as provided in § 1440.01, and, in addition thereto, the village shall pay the County the sum of $0.25 per capita, as determined by the number of residents of the village, as published in the latest report of the Bureau of Census of the United States. Such sum shall be paid as determined on January 1 of each year, commencing in the year 1989.

All applications, permits, procedures and inspections shall be administered in the form and manner as provided by the Department of Building Inspection of the County, so long as the same are consistent with the provisions of Titles Two and Four of this Building and Housing Code respecting such applications, permits, procedures and inspections.
