From R.C. § 153.65 the definition of “Qualifications” has four components:

Competence, (2) Ability, (3) Past performance, (4) Any other relevant factors
The goal of the Jefferson Village Qualification Based Selection (QBS) process shall be to evaluate the “Qualifications” of professional service firms based on the above four components.
