The owner of any house, building or property used for human occupancy, employment, recreation or any other purpose, situated within the village and abutting on any street, alley or right-of-way in which there is now located or may in the future be located a public sanitary sewer or combined sewer of the village, is hereby required at his or her expense to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of Chapter 1032, within 90 days after the date of official notice to do so, provided that such public sewer abuts the property line. This obligation is subject to any physical sewer plant capacity restraints or other restraints set forth in § 1030.22.
