(a) (1) No person shall attach a sewer to the manhole located at the center of the intersection of East Erie and Sycamore Streets without first obtaining a hook-on permit from the Village Administrator.
(2) No hook-on permit shall be issued by the Administrator, authorizing any person to hook onto such manhole, until the Administrator receives from the applicant such amount as is equal to the applicant's proportionate share of the costs paid by the owners of property located at the northeast and southeast corners of such intersection (on November 7, 1960). Any person availing himself or herself of the service offered by such sewer extension and manhole shall share equally in the cost, as paid by such owners.
(3) Such hook-on charges collected by the Administrator from persons wishing to attach to such sewer extension shall be prorated back to the owners referred to in division (b) hereof, and to any person who has subsequently paid his or her proportionate share of the original costs. All of those properties sharing in the use of such improvement shall share equally in its original costs.
(b) (1) No person shall attach a sewer to the sewer line on South Cucumber Street between East Jefferson Street and East Erie Street, laid down by the Jefferson Development Corporation, without first obtaining a hook-on permit from the Village Administrator.
(2) No hook-on permit shall be issued by the Administrator prior to payment to the Administrator of an amount equal to $2 per linear foot of that property fronting upon such improvement which is to be served by an attachment to the South Cucumber Street sewer.
(3) Such hook-on charges as may be collected by the Administrator pursuant to this section shall be paid to the Jefferson Development Corporation.
(c) (1) Until January 1, 2018, no person shall attach a sewer to the sewer line which runs from the manhole located at the intersection of West Cedar Street and Westview Drive, thence westerly and southerly along a sewer line easement of the village to a manhole located at the intersection of Brittany Lane and Mulberry, without first obtaining a hook-on permit from the Village Administrator.
(2) No hook-on permit shall be issued by the Administrator prior to payment to the Administrator of hook-on fee in an amount equal to $65 per linear foot of that property fronting upon such improvement which is to be served by an attachment to the sewer line which runs from the manhole located at the intersection of West Cedar Street and Westview Drive, thence westerly and southerly along a sewer line easement of the village to a manhole located at the intersection of Brittany Lane and Mulberry.
(3) Such hook-on fee as may be collected by the Administrator pursuant to this section shall be paid Timothy G. Lemire, or his heirs and/or assigns.
(4) Until January 1, 2018, the village Administrator shall not issue hook-on permits for that section of the village's sewer line described in divisions (1) and (2) above, for more than five residential units which have frontage upon said sewer line having a combined sewer effluent generating capacity of 2000 gallons per day.
