11-1-1: DEFINITIONS:
DRIVER: Shall mean and include the operator of any such vehicle, the rider or driver of an animal, and the rider of a bicycle.
VEHICLE: Shall mean and include every device in, upon or by which any person or property is or may be transported or drawn on a public street, public way, alley or roadway, including self-propelled vehicles commonly referred to as motor vehicles, also including motorcycles, motor scooters and bicycles, but does not include or mean devices moved by human power or used exclusively upon stationary rails or tracks. 11-1-2: OFFICERS AUTHORIZED TO REGULATE TRAFFIC:
Drivers within the city limits must at all times comply with any direction by voice or hand of any member of the city or state police force or the sheriff of Gooding County, or his deputies, who are hereby given power and authority to regulate and control traffic to the extent of clearing any street, or part thereof, of vehicles and diverting traffic therefrom; also as to the placing, stopping, starting, approaching or departing of any vehicle from any place; and the manner of taking up or setting down passengers, loading or unloading goods in any place.
