No more than two (2) persons shall ride a motorbike or motor scooter at any one time, and no person shall ride in front of the driver of such motorbike, or on the handlebars of any bicycle or in any other position that will interfere with the driver's control and management of the machine in a careful and prudent manner; nor shall the number of persons in a motor vehicle ever exceed that number which can safely ride in said vehicle without obstructing the vision of the driver of the said vehicle or without obstructing or interfering with the safe operation of the said vehicle by the driver thereof.
