DRIVER: Shall mean and include the operator of any such vehicle, the rider or driver of an animal, and the rider of a bicycle.
VEHICLE: Shall mean and include every device in, upon or by which any person or property is or may be transported or drawn on a public street, public way, alley or roadway, including self-propelled vehicles commonly referred to as motor vehicles, also including motorcycles, motor scooters and bicycles, but does not include or mean devices moved by human power or used exclusively upon stationary rails or tracks.
