No person shall drive a vehicle on any street in the city that is so closed in or constructed as to prevent the driver from having a sufficient view of the traffic at the sides of such vehicle, as well as the front thereof; and the driver must have vision to the rear by a mirror suitably mounted on or in said vehicle.
