11-1-17: COMPLIANCE WITH SIGNS, SIGNALS, OFFICERS:
   (A)   Drivers, Pedestrians Obey Signs, Officers: It shall be unlawful for a driver of any vehicle or any pedestrian within the city to fail to comply with any traffic sign, traffic signal, traffic light, local parking or other special traffic regulation, or direction given by any authorized official of the city; provided, that such regulations shall not be enforceable against an alleged violator if, at the time and place of the alleged violation, an appropriate sign, marking or light giving notice thereof is not in proper position to be seen, or direction so given that it may be seen or heard, by an ordinarily observant person.
   (B)   Signals By Hand And Arm Or Signal Device: Any stop or turn signal, when required herein, shall be given either by means of the hand and arm or by a signal lamp or lamps or mechanical signal device, but when a vehicle is so constructed or loaded that a hand and arm signal would not be visible both to the front and rear of such vehicle, then said signal must be given by such lamp or lamps or signal device.
   (C)   Method Of Giving Hand And Arm Signals: All signals herein required given by hand and arm shall be given from the left side of the vehicle in the following manner and such signals shall indicate as follows:
      1.   Left turn: Hand and arm extended horizontally.
      2.   Right turn: Hand and arm extended upward.
      3.   Stop or decreased speed: Hand and arm extended downward.
   (D)   Barriers And Signs Observed: No vehicle shall be driven over or upon any street or pavement, at which a person, barrier or sign is stationed or located, warning traffic from such street or pavement. (Ord. 217, 7-24-1969)
