11-1-13: VEHICLE EQUIPMENT:
   (A)   Lights: Every vehicle upon the streets of the city, during the period from one-half (1/2) hour after sunset to one-half (1/2) hour before sunrise, and at any time when there is not sufficient light to render clearly discernible any person on the streets at a distance of two hundred feet (200') ahead, shall be equipped with lighted front and rear lamps as required of each vehicle according to the motor vehicle laws of the state; provided, that whenever a vehicle meets another vehicle on any street in the city, the driver is hereby required to tilt the beam of the headlamps downward.
   (B)   Mufflers Required, Cutouts Prohibited: It shall be unlawful to drive a motor vehicle on any street of the city unless such vehicle is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise. A muffler cutout shall not be used on any motor vehicle on any street in the city.
   (C)   Horns And Warning Devices: It shall be unlawful to operate any vehicle upon the streets or alleys of the city unless the same is equipped with a horn in good working order capable of emitting sound audible under normal conditions at a distance of not less than two hundred feet (200'), and it shall be unlawful for any vehicle to be equipped with or for any person to use upon any vehicle, except fire equipment, police cars and ambulances, any siren, exhaust, compression or spark plug whistle or for any person at any time to use a horn otherwise than as a reasonable warning or to make any unnecessary or unreasonable loud, or harsh sound by means of a horn or other warning device.
