Drivers within the city limits must at all times comply with any direction by voice or hand of any member of the city or state police force or the sheriff of Gooding County, or his deputies, who are hereby given power and authority to regulate and control traffic to the extent of clearing any street, or part thereof, of vehicles and diverting traffic therefrom; also as to the placing, stopping, starting, approaching or departing of any vehicle from any place; and the manner of taking up or setting down passengers, loading or unloading goods in any place.
