OF THE CITY OF
ST. CLAIRSVILLE, OHIO
PREAMBLE
   We the people in the City of St. Clairsville, Ohio, in the County of Belmont, State of Ohio, desirous of securing for ourselves and our children, the advantage of self government conferred by the Home Rule Provisions of the Constitution of the State of Ohio, do hereby ordain and establish this Charter for the government of the City of St. Clairsville, Ohio.
