Legislative action by Council which provides for granting a franchise, levying a tax, appropriating money, contracting indebtedness by the issuance of bonds or notes, the purchase lease or transfer to public property, establishing any offense to be punished by fine or imprisonment or otherwise of a permanent and general nature shall be taken by ordinance to be adopted in the manner provided. Other legislative action may be taken by resolution.
