Each proposed ordinance and resolution shall be introduced in writing by a member of Council or the Mayor, and shall contain no more than one subject, a title, and opening clause - “Be it ordained by the Council of the City of St. Clairsville, Ohio”, and a body in which there shall be set forth at length the action to be taken.
