Section 4. Recreation Board.
    The Recreation Board shall consist of seven (7) members, who shall serve without compensation; the Mayor with the concurrence of the majority of the membership of Council, shall appoint four (4) members of the Board, one (1) of whom shall be the City Safety Director; one (1) member of the Board shall be appointed by the Board of Education for the St. Clairsville-Richland City School District, and may also be a member of said Board of Education. Two (2) members of the Board shall be appointed by Council by a majority of the Members of Council, and each of the appointees shall be appointed for term of five (5) years. A vacancy occurring during the term of any member of the Recreation Board shall be filled for the remainder of the unexpired term in the manner authorized for the original appointment. The Recreation Board, with cause, may remove any member with the concurrence of five (5) of the seven (7) appointed members.
   (a)   The powers and duties of the Recreation Board shall be:
      i.   Develop and approve all recreation programs under the control of the City of St. Clairsville.
      ii.   Prepare and recommend to Council all budgets for the Recreation Board and the Department of Recreation.
      iii.   Approve for implementation by the Recreation Board, its employees and agents, all maintenance, capital improvements and development projects within the budgets approved by Council.
      iv.   Establish employment policy for the Recreation Board.
      v.   Such other duties as may be provided by ordinance of Council or as may be developed in the Recreation Board Policy Manual established by said Board.
   (b)   The Recreation Board shall recommend to Council an individual to be appointed as Recreation Director shall provide Council with recommendations regarding said individual’s duties and responsibilities, compensation and other benefits, and authority to hire and appoint such support personnel as may be necessary. Said recommendations shall be subject to the budget established by the City Council for implementation of policies of the Recreation Board.
   (c)   The officers of the Recreation Board shall consist of a Chairman, a Vice-Chairman and a Recording Secretary. The Board shall meet on a monthly basis and may form such committees as necessary and prescribe the duties and functions of its officers and committees. The Recreation Board shall determine the minimum qualifications of all of its employees, including the Recreation Director.
It is the intent herein that this provision shall render void any and all acts of the Council of the City relative to the Recreation Board enacted previously.
