Whenever any office of Councilman becomes vacant, as to the conditions set forth in Section 4, or when a member becomes President of Council as provided in Section 5, the vacancy shall be filled by a qualified person for the unexpired term by majority vote of the remaining members of the legislative authority.
Said vacancy shall be filled from a Ward or At Large according to vacancy. If the vacancy be not filled within thirty (30) days, the Mayor shall fill it by appointment.
The qualifications of a person appointed to fill a vacancy shall be the same as the qualifications required on election to the full term of the office, except that the required period of residency shall be fulfilled as of the date of appointment.
