All ordinances and resolutions shall be published by the following methods.
By posting copies thereof in five (5) public places in the City of St. Clairsville, to be determined by the Council. All ordinances and resolutions shall be posted for a period of fifteen (15) days prior to the effective date thereof unless such ordinance is passed as an emergency measure, in which event it shall be posted as soon as possible.
The Clerk of Council shall make a certificate as to the time and place of posting, and the Clerk’s copy shall be conclusive evidence that the copies were posted.
