Section 5. Public Bidding.
   The Council may authorize expenditures of the funds of the City in amounts exceeding the limit set by the State Statute for bidding without public bidding; for the acquisition of real estate for the discharge of noncontractual claims against the City, for the personal services, for the joint use of facilities or exercise of powers with other political subdivisions or for the product or services or public utilities including those municipally operated; but no other expenditures more than permitted by State Statute shall be made except pursuant to contract made with the lowest and best bidder after public advertising and receipt of bids in the manner provided by ordinance.
   In the case of a real and present emergency, the City Council may, by a two-thirds vote of all the members elected thereto, authorize the Mayor to enter into a contract for work to be done or for the purchase of supplies or materials without formal bidding and advertising.
