The Board of Zoning Appeals, the Planning Commission, and the Recreation Board are hereby established to consist of such members and having such powers and duties as provided under this Charter.
In addition, Council may establish such boards, commissions, agencies and authorities as it may deem necessary and determine their powers and duties, except that no power or duty shall be taken from any board or commission created by this Charter. (Amended 11-7-06)
