Section 10. Clerk of Council.
   At its organization meeting, Council shall appoint from outside its membership, a Clerk of Council, whose duties shall be to give notices of meetings, keep the journal of Council proceedings, advertise public hearings, record ordinances and resolutions, supervise official publication of ordinances and resolutions required by this Charter and the rules of Council, and perform such other duties as Council may assign to the office. Council may fill any vacancy in the office of Clerk of Council.
