If not in conflict with the Constitution of the State of Ohio and-or provisions of this Charter, the Council may make provision by ordinance for:
The procedure for making public improvements and levying assessments.
The advertising and awarding of contracts and alterations or modification of contracts.
The sale or disposal of City property, including bonds, and such other general regulations as the Council may deem necessary.
