The legislative power of the City, except as otherwise provided by this Charter and by the Constitution of the State of Ohio, shall be vested in a Council of seven (7) members elected for overlapping terms of four (4) years, plus one (1) member who shall be elected at large and serve as President of Council.
In the fall election of 1979, three (3) members of the Council shall be elected at large and shall assume office on the first day of January following their election and serve for a term of four (4) years, or until their successors are elected and qualified. In the fall election of 1979, four (4) members of Council shall be elected, one (1) from each of four (4) Wards and shall assume office the 1st day of January following their elections and shall serve for a term of two (2) years, or until their successors are elected and qualified. Thereafter, the terms of all Council members shall be for four (4) years.
All candidates seeking election shall, in their petitions for nomination, designate the office sought and the term thereof.
