All meetings of Council, commissions, boards, agencies, authorities, and similar decision- making bodies of the City shall be open to the public at all times, unless an executive session is expressly authorized under the applicable provisions of Ohio State Law.
Council shall establish by ordinance a reasonable method of giving notice of regular and special meetings of the public bodies referred to above.
