Section 15. Emergency Ordinances.
   Measures necessary for the immediate preservation of the public peace, health or safety may be passed as emergency measures by a two-thirds vote of full membership of Council and go into immediate effect, but the necessity and the emergency must be set forth with specificity in one section of the ordinance. The determination by the legislative authority of the emergency character of an ordinance is conclusive.
