Section 2. President of Council.
   The President of Council shall be elected by the people in the fall election of 1979. He shall assume office on the first day of January following his election and serve for a term of two (2) years or until his successor is elected and qualified. Thereafter the term of President of Council will be four (4) years.
   The President of Council shall preside at all regular or special meetings of Council, and shall have a vote only in the event of a tie. He shall perform such duties as may be imposed upon him by Council.
   The President of Council shall serve as Mayor when required under Mayor Section 7. 
   Vacancies that are listed in Section 4 concerning Council members will also apply to the President of Council and President Pro Tem. In the case of a vacancy, the President of Council shall be elected by Council from among its members and the one so elected shall serve for the balance of the unexpired term.
