254.13 MOTOR EQUIPMENT OPERATOR III-II-I.
   (a)   In General.
      (1)   The Motor Equipment Operator III-II-I must be qualified to operate equipment and vehicles necessary to the proper operation and functions of the Waste Water Treatment Plant.
      (2)   The Motor Equipment Operator shall be on call twenty-four hours a day and must provide his or her own transportation to and from the job site.
   (b)   Distinguishing Features of the Class. The Motor Equipment Operator must maintain or cause to be maintained records of all maintenance on motorized equipment and/or vehicles. The Motor Equipment Operator will furnish a written report to his or her supervisor in case any vehicle which he or she is driving is involved in an accident or otherwise damaged.
   (c)   Duties. The Motor Equipment Operator will be required to be familiar with the above-mentioned equipment so that he or she can operate said equipment in a safe and professional way.
   (d)   Required Knowledge, Skills and Abilities.
      (1)   The Motor Equipment Operator must possess the abilities necessary to upgrade his or her knowledge of new equipment as it becomes necessary. He or she must have a good driving record.
      (2)   The Motor Equipment Operator will be required to tarp bins that are loaded on vehicles. This will require that he or she climb the side rail of the vehicle and spread and fasten a ten-foot tarp over the bin before entering a public highway. He or she will perform other labor duties as directed by a supervisor.
   (e)   Basic Qualifications. The Motor Equipment Operator must have a high school diploma or equivalent and possess a current, valid commercial driver's license. The Motor Equipment Operator must possess a high degree of clarity in the English language, both oral and written, as well as the ability to use a standard phone system in a professional manner. The Motor Equipment Operator must possess the skills and ability to use a standard self-contained breathing apparatus.

254.14 CLERK III-II-I AND ADMINISTRATIVE SECRETARY IV.
   (a)   In General. The Clerk III-II-I and/or Administrative Secretary IV will maintain or cause to be maintained all files necessary to the operation of the Treatment Plant. He or she will also perform all other duties related to the efficient operation of the office of the Waste Water Treatment Department. The Clerk and/or Administrative Secretary will be on call twenty-four hours a day and supply his or her own transportation to and from the job site.
   (b)   Distinguishing Features of the Class. The Clerk and/or Administrative Secretary will greet all visitors, type all necessary correspondence, receive all incoming telephone calls, maintain files, prepare and expedite necessary reports of the Department and act as an intermediary between City Hall and the Department.
   (c)   Duties. Some of the typical duties of the Clerk and/or Administrative Secretary are typing, filing, receiving visitors and taking all phone calls and directing them to the necessary persons.
   (d)   Required Knowledge, Skills and Abilities.
      (1)   The Clerk and/or Administrative Secretary must possess the knowledge and ability to operate Lotus 1-2-3 on the Department computer and to correctly and efficiently operate an IBM Wheelwriter 30 Series II typewriter. He or she must also have knowledge of correct filing techniques and basic knowledge of multiline phone systems operation.
      (2)   The successful applicant must be able to use and wear a self-contained breathing apparatus due to possible exposure to gases used at the Plant. The Clerk and/or Administrative Secretary will be required to use steep stairways in the performance of his or her duties.
   (e)   Basic Qualifications. The Clerk and/or Administrative Secretary must possess and maintain a current and valid driver's license and have the ability to type at least thirty-five words per minute in the English language. He or she must be neat and courteous, with a personality suitable for dealing with the public. The Clerk and/or Administrative Secretary must be able to speak and understand the English language with a high degree of clarity and must be able to use a standard phone system in a professional manner.

254.145 ADMINISTRATIVE ASSISTANT/CONFIDENTIAL SECRETARY.
   (a)   In General. The Administrative Assistant/Confidential Secretary will coordinate between the different departments of the Municipality and maintain all records and correspondence, written or verbal, dealing with the Waste Water Treatment Department.
   (b)   Duties. The Administrative Assistant/Confidential Secretary shall produce and maintain personnel files, including employment related materials, background histories, personal information and disciplinary actions; produce and maintain separate confidential medical files on Department personnel; collate and compile annual reports based on Departmental information as directed by the Superintendent of Waste Water Treatment; produce and maintain Departmental grievance files; produce, compose and/or maintain confidential correspondences of the Superintendent and maintain necessary and related files concerning the same; produce and maintain any day-to-day calendar of events and/or activities and coordinate appointments of the Superintendent as required; produce and maintain financial papers, transmittals, transfers, requisitions, balances and the like concerning funds and expenditures of the Waste Water Treatment Department and its various divisions as directed by the Superintendent, including, but not limited to, petty cash funds; perform payroll functions concerning Waste Water Treatment Department personnel as directed by the Superintendent; refer and/or dispose of both public and confidential matters of importance relating to the Waste Water Treatment Department and the office of the Superintendent as may be received in person, in writing or via telephone, including citizen complaints; produce, gather and maintain confidential and financial information relating to and for the purposes of collective bargaining as may be required by the Superintendent or other appropriate administrative officials; and be responsible to the Superintendent for the security of files, materials and equipment; and maintain and manage office supplies as may be assigned.
   (c)   Required Knowledge, Skills, and Abilities. The Administrative Assistant/ Confidential Secretary must be familiar with Municipal financial techniques and have good oral and written skills. He or she must possess a friendly and mature personality and have the ability to operate a modern telephone system, a fax machine, a typewriter and ten-key and other modern computer equipment. He or she must also possess office management capabilities and be flexible in work hours and able to work some overtime.
   (d)   Basic Qualifications. The Administrative Assistant/Confidential Secretary must possess a valid Ohio driver's license and provide his or her own transportation to and from the job site. He or she should have the ability to enter difficult spaces to retrieve and transport vital records, including the ability to use steep stairways. He or she must be able to speak and understand the English language with a high degree of clarity. He or she must have a working knowledge of the following Windows computer programs: Word for Windows, Excel and Access. He or she should possess knowledge of waste water and laboratory terminology and Ohio EPA reporting and monitoring or be able to acquire such skills. He or she must have the ability to pass the Wastewater Operator 1 certification test within two years of employment, if so required by the Superintendent.

254.15 LABORER III-II-I.
   (a)   In General.
      (1)   Laborers III-II-I must perform preventive maintenance and repairs on waste water facilities, collection systems and equipment. Laborers III and II must also be capable of performing the duties of the Sewer Inspector.
      (2)   Laborers of the Waste Water Treatment Department are on call twenty-four hours a day and must supply their own transportation to and from the job site.
   (b)   Distinguishing Features of the Class. Laborers will be expected to perform extensive supervised and unsupervised repairs on plant equipment, as well as major collection system repairs. In the event that inspections are needed and the Sewer Inspector is unavailable, the Laborers III and II shall be capable of performing the Sewer Inspector's duties.
   (c)   Duties. Some of the duties a Laborer will be expected to perform include repacking pumps, motor (electrical and gasoline) and vehicle repairs, hydraulic repairs, sewer line repairs and cleaning and televising sewer lines.
   (d)   Required Knowledge, Skills and Abilities.
      (1)   A Laborer will be expected to comprehend the treatment processes involved in waste water treatment and the repair of pumps and motors. He or she will also be expected to understand the collection system well enough to repair and inspect the same.
      (2)   A Laborer must have a high degree of clarity in the use of the English language, both oral and written, and be able to use a standard phone system in a professional manner.
   (e)   Basic Qualifications. A Laborer will be required to possess a valid, current commercial driver's license and to have the ability to learn new equipment and procedures used in the treatment plant processes. He or she must also have a high school diploma or equivalent. A Laborer must have the skills and ability to use a standard self-contained breathing apparatus.

254.16 PART-TIME LABORER.
   Personnel used as Part-Time Laborers should be:
   (a)   High school students over the age of sixteen, or college students employed during the summer months, or college students employed under a cooperative program;
   (b)   Individuals acquiring further experience in order to qualify for a higher classification within the Waste Water Treatment Department;
   (c)   Students employed in conjunction with the North Royalton Board of Education Vocational Educational Program; or
   (d)   Individuals necessary for the Department to perform emergency and/or special functions for a limited period of time.
